The primary focus of Home Missions is to start new churches and ministries in the mission fields of North America. It works with congregations in 13 different regions to identify opportunities for gospel outreach. It supports approximately 190 fields in the United States, Canada, and the West Indies. It is also involved in several cross-cultural ministries.

Apache ministry
The Apache Lutheran Mission field is located in eastern Arizona on the White Mountain Apache Reservation and the San Carlos Reservation. Between the two reservations there are seven churches, two preaching stations, and two Lutheran elementary schools.

Cristo Palabra de Vida (Christ Word of Life) exists to assist congregations and individuals in sharing the gospel message with their Hispanic neighbors in North America.

In keeping with Jesus' great commission, the Hmong ministry center has been established by WELS to facilitate mission work to the Hmong people in St. Paul, Minn., other communities in the United States, and in Southeast Asia.

Mormon ministry
Truth in Love Ministry, WELS' ministry to Mormons, grew out of the outreach ministry of Messiah Lutheran Church in Nampa, Idaho. One of the emphases of this ministry is to bring the truth of God's Word in a loving way to members of the Latter Day Saints church.

Truth in Love to Muslims is an evangelism ministry begun in October 2004 to inform Christians about Islam and encourage outreach to Muslims.

Sudanese Ministry
Expanding on an opportunity in 2006 to minister to Sudanese refugees in central Iowa, Lincoln Heights Evangelical Lutheran Church today has over 70 Sudanese members.

Members from both Messiah, Nampa, Idaho, and Cross of Christ, Boise, Idaho, have sponsored numerous Vietnamese families, beginning in December 1992.
